Cleveland Homeless Legal Assistance Program
The Cleveland Homeless Legal Assistance Program (CHLAP) works closely with the Northeast Ohio Coalition for the Homeless (NEOCH) focusing on the legal issues that are of concern to those in Cleveland who are experiencing homelessness or at-risk of becoming homeless. The program offers an important service to the individuals in need by providing access to justice through brief advice and counseling clinics at regularly scheduled times at centers and social service sites where they reside or gather for meals and other service.
CHLAP volunteers provide a variety of services, including:
- Meeting and interviewing those in need
- Providing brief advice and counseling
- Making referrals to existing programs
- Providing direct representation in matters requiring further assistance
Volunteers counsel individuals with many different legal issues, such as credit problems, criminal record seals, driver's license reinstatement, family law issues, landlord-tenant problems, etc. Training, resources, and mentors are available to volunteers. Professional liability insurance coverage is also available through the program's volunteer policy.
CHLAP is in need of volunteer lawyers to assist with the clinics and accept ongoing representation. Training and support is given to all new volunteers, including the opportunity to shadow experienced volunteers. Attorneys may volunteer at varying levels of commitment, from helping with intake interviews and providing brief advice to accepting referrals for direct representation which could include writing a letter, making a phone call or more extended representation.
